Evans Cutchmore is an independent civic journalism publication based in New Orleans, Louisiana.

We report on infrastructure, public institutions, environmental issues, and the communities affected by them. Through investigative reporting, historical research, aerial documentation, and documentary storytelling, we examine how decisions made today shape neighborhoods for generations.

Founded by journalist and filmmaker Kim M. Braud, Evans Cutchmore is committed to preserving community memory, documenting accountability, and telling stories that matter.

Currently in production: The Promise of Protection - a documentary examining the Army Corps of Engineers' century-long relationship with the Lower Ninth Ward, told through one family's firsthand experience of Hurricane Betsy in 1965, Hurricane Katrina in 2005, and the agency's current $4.7 billion lock replacement proposal.

The Promise of Protection

The Industrial Canal has run through the heart of New Orleans' Lower Ninth Ward for over a century. The Army Corps of Engineers is currently proposing a $4.7 billion lock replacement project that would bring 14 years of construction to the neighborhood beginning in 2033.

The project has a benefit-cost ratio of 1.03. 97% of the vessels that transit the lock do not stop in New Orleans. Community organizations have been raising questions about the project for 30 years.

The Promise of Protection is a documentary currently in production examining the history of the Industrial Canal, its impact on the Lower Ninth Ward across sixty years, and the questions surrounding the federal government's current proposal.
